The Negros Occidental Federation of Artificial Reefs Fishermen's Cooperatives, Inc. (NOFEAR) is a provincial federation with 250 members in 5 barangays in 5 municipalities in Negros Occidental: Cauayan, EB Magalona, Hinigaran, Silay, and Talisay.
Founded on June 28, 1990 by 61 farmers' organizations affiliated with the Provincial Aquamarine Coordinating Committee (PACC), the federation traces its roots to the Artificial Reef and Community Development Project.
NOFEAR was registered with the SEC on October 22, 1991, and declared itself autonomous from PACC in 1993. The federation envisions a strong, self-sustaining, independent fisherfolk federation that adheres to the principles of sustainable development and democratic processes to attain economic and political empowerment among subsistence fisherfolk in Negros Occidental.
The federation has pledged to provide services toward socio-cultural development, as well as political and economic empowerment. It also committed itself to develop, protect, and manage marine resources, initiate and support initiatives for genuine aquatic reform, as well as promote the total development of fisherfolk organizationally, politically, economically, and socio-culturally.
NOFEAR has been engaged in the activities of the Provincial-Municipal Fisheries and Aquatic Resource Management Councils (PFARMCs/MFARMCs) in coordination with LGUs and NGOs. It has conducted and participated in Basic Gender Awareness and Leadership Skills Trainings for both men and women. Its office is located in Zone 5, Brgy. Tagda, Hinigaran, Negros Occidental.
